Funded as a cooperative agreement under the Hospital-Based Adoption-Sensitive Care Training notice of funding opportunity (NOFO), the National Council For Adoption (NCFA), Spaulding for Children (SFC), the Adoption and Foster Care Clinic (AFCC), and the University of Washington School of Social Work (UW) will develop and implement the Adoption-Sensitive Clinical Care (ASCC) project.

National Council For Adoption (NCFA)

National Council For Adoption (NCFA) is the lead agency/grantee on this project. NCFA has served as a premier adoption education and advocacy organization and has focused extensively on training healthcare professionals about private infant adoption, and it actively collaborates with over 100 adoption agencies and attorneys through a national membership program. NCFA is passionately committed to the belief that every child deserves to thrive in a nurturing, permanent family. Its mission is to meet the diverse needs of children, birth parents, adoptees, adoptive families, and all those touched by adoption through education, research, advocacy, and collaboration.

Spaulding for Children

Spaulding for Children was founded in 1968, is non-profit COA-accredited child welfare agency governed by an active Board. SFC is comprised of 3 service entities; this project will fall under the Institute for Family and Community Development. SFC has successfully administered, implemented and managed more than 20 federal grants including IAATP, H-BASS, QIC-EY, NTDC, KINDER- CARES, QIC-AG, CORE Teen, and the NRCA. SFC currently is the lead agency on 4 federally funded grants. The agency has over 40 years of experience operating projects through cooperative agreements with the CB, SFC has demonstrated consistent success in meeting or exceeding the CB’s expectations. Reviews from evaluations, auditors and CB staff indicate that projects were done well and meet all criteria.

The Adoption & Foster Care Clinic (AFCC)

The Adoption & Foster Care Clinic (AFCC) is a private, non-profit medical clinic based in Birmingham, Alabama, serving the state of Alabama as well as other states in the U.S. The mission of the AFCC is to serve the initial and ongoing medical, developmental, and emotional needs of adoptive and foster parents, their children, and their communities. Previously known as the University of Alabama at Birmingham Adoption Clinic, the AFCC has been recently incorporated as a stand-alone, non-profit, community-based clinic. The experts and healthcare staff of AFCC have a 22-year history of serving adoption and foster care families and children both domestically and internationally. Children from over 65 countries have and will continue to receive medical and mental health services.

University of Washington School of Social Work

University of Washington School of Social Work will lead the evaluation of the project. The evaluation team led by Drs. Tamarie Willis and Angelique Day will conduct a rigorous, practical and feasible program evaluation plan that will document and support the achievement of the purposes of the funding opportunity announcement and contribute to continuous quality improvement. UW is one of the highest ranked public research universities in the world- ranked number one among public universities, and number two, overall, in the U.S. regarding the amount of external funding for research it receives. It has a strong research tradition and a world class faculty that includes outstanding researchers in areas related to this proposed RFP. The University of Washington’s School of Social Work (SSW) was ranked top in the world and annually ranks among the top three schools of social work in the nation, and receives more federal funding for research than any other school of social work in the nation.
